The most popular datasets are available for free on this web site. Datasets are only available in ARC/INFO Export format.  These datasets must normally be uncompressed, before they can be imported and used in a GIS package such as ARC/INFO or ARCVIEW.  A free viewer (ArcExplorer) and an import utility are available from ESRI's free software resources page.
